Additional Property Attributes

The subject property is currently a vacant commercial property. The main building is located in the center of the southern portion of the subject property. The building is approximately 84 feet by 60 feet with a concrete block construction and an approximate 63.5-foot by 10-foot shed roof that extends off of the western side. Also, an approximate 35-foot by 40-foot metal shed is located to the west of the main building on the subject property. A concrete parking lot is located on the southeastern corner of the subject property to the east of the main building. This parking area allows access onto the subject property from North Main Street. There is also a concrete parking area to the west of the main building and to the north of the metal shed on the subject property. A gravel drive is located on the northwestern corner of the subject property and allows access from 6th Avenue North.

The historical documents indicate the subject property was used for residential uses on the northern and southern portions of the subject property from at least the year 1918. The southern portion was then vacant from at least the year 1925 to between the years 1939 and 1952. The northern portion of the subject property remained residential until between the years 1974 to 1977. Historical documents indicate the southern portion of the subject property has been used as a tire service facility since between the years 1939 and 1952. An interview with the current owner indicates the subject property had been used as a tire service facility for approximately 75 years. Historical documents list a motor company at the subject property from at the least the year 1969 to between the years 1969 and 1973. Historical documents list an appliance sales facility at the subject property in the year 1974 and a television sales facility at the subject property in the year 1978 as well.

This assessment has revealed the following recognized environmental conditions (REC), controlled recognized environmental conditions (CREC), and/or significant data gaps (SDG) in connection with the subject property:
* Tire Service and Motor Company Facility. Historical documents indicate the southern portion of the subject property has been used as a tire service facility since between 1939 and 1952 until recently. An interview with the current owner indicates the subject property had been used as a tire service facility for approximately 75 years. Historical documents list a motor company at the subject property from at the least 1969 to between 1969 and 1973. Tire servicing and motor companies typically store and handle hazardous substances and petroleum products. Also, the subject property was used as a tire service facility and motor company prior to when RCRA was enacted in 1976; therefore, there were not laws governing the disposal of solid and hazardous waste. Also, during site reconnaissance activities, pavement scarring (indicating former locations of dispenser islands) was observed. The historical and MDEQ records reviewed do not indicate a UST or AST at the facility, but an interview with the current owner indicates a petroleum AST may have formerly been operated at the subject property. Also, the User indicated a UST was potentially located on the subject property in the past. The possible past petroleum storage on the subject property and possible former fuel dispensers are associated with the historical operations of a tire service company and a motor company on the subject property. The use of the subject property as a tire service facility and motor company for approximately 75 years and the handling and storage of petroleum products and hazardous substances prior to enactment of RCRA regulations are considered a REC.
* Staining and Odor. Strong oil odors were encountered during the site reconnaissance from the former air compressor room on the western side of the main building. Staining was observed on the floor and wall in this sam
