Additional Property Attributes

Former Use: The site was formerly used as a church, which has been vacant and abandoned since Hurricane Katrina in 2005 and has attracted drug use and solicitation. Based on the age of the structure, LBP and ACM are suspected within building materials. The site is also located in a well-developed area in New Orleans; therefore, potential contamination from nearby properties is a concern.

The Phase I ESA completed in April 2023, did not identify any recognized environmental conditions. Further assessment was recommended for potential asbestos and lead-base paint. A Phase II ESA was completed in August 2023, which identified asbestos and lead-based paint in building materials. Due to the condition of some of these building materials, abatement activities were recommended prior to redevelopment. Reports for this site can be viewed in LDEQ's EDMS (edms.deq.louisiana.gov) under Agency Interest #238276.

Planned Reuse: Plans for reuse include two commercial spaces on the first floor for local restaurant or office space, and three residential units for leasing on the second floor. Redevelopment will help put the site back into productive use by creating jobs and housing to improve the community.
