Additional Property Attributes

The property site is located at 2402-2504 Dr. Martin Luther King, Jr. (Dr. MLK Jr.) Blvd, Kansas City, Missouri, 64130. These properties are owned by Emmanuel Family & Child Development Center (EFCDC), and Blue Angel Real Estate, LLC, a Missouri limited liability corporation associated with EFCDC. The subject property is currently utilized by two multi-family residential structures and five commercial structures that are currently occupied and operated in connection with the EFCDC.

Historically, the western commercial building at 2402 Dr. MLK Jr. Blvd was built prior to 1957; the eastern commercial building at 2402 Dr. MLK Jr. Blvd was built prior to 1940; the commercial buildings at 2416 and 2418 Dr. MLK Jr. Blvd were built prior to 1952; the residential properties at 2500 and 2504 Dr. MLK Jr. Blvd were built in 1963 and 1964, respectively. Prior to the subject property structures being developed, the property consisted of undeveloped wooded land.

EFCDC seeks to expand its education and child development center dedicated to preparing children and youth, with an emphasis on science, math, art, technology, and engineering. Its goal is to build a 30,000 square foot multipurpose Science and Technology Center to serve K-12 education programs, work force development, and conference/event space. The project will require the assessment, abatement and demolition of the structures at 2414, 2418, 2500, and 2504 Dr. MLK Jr. Blvd Construction of the multipurpose building is planned for the properties at 2500 and 2504 Dr. MLK Jr. Blvd and the property at 2414 and 2418 will be utilized for parking and landscaping.

No RECS were identified by the Phase I ESA completed in December 2023, on behalf of the Missouri Department of Natural Resources (MDNR) Brownfields Voluntary Cleanup Program (BVCP). To support building demolition activities, a hazardous materials survey and surface soil assessment is currently in progress.
