Additional Property Attributes

The subject property was undeveloped from at least 1903 to 1946. By 1949, the subject property is developed with a small structure (likely a residence). In 1973, the existing commercial building was constructed. From its construction in 1973 to at least 2017, various businesses have operated on the subject property: Buzzy Britches men's clothing, The Connection cocktail lounge, Glamour Ramor Beauty Salon, Landon's Fine Shoes and Informal Wear, Nu World Realty, and Today's Realty. The subject property is currently developed with a vacant commercial building.

The northern and southern adjoining properties have historically been used for commercial purposes. The eastern adjoining property was historically developed with a mall. The eastern adjoining property currently is operated by the Jackson Medical Mall Foundation as a medical complex and business incubator. The western adjoining property was historically undeveloped/vacant.

This assessment has revealed the following recognized environmental conditions (REC), controlled recognized environmental conditions (CREC), and/or significant data gaps (SDG) in connection with the subject property:

- Thomas Furniture Underground Storage Tank (UST). The Old Thomas Furniture Building (Facility ID 11374) formerly operated a 2,000-gallon gasoline UST that was reportedly closed on January 13, 1998, with a pre-88 closure - during which time Hair Plus was operating on the subject property. The installation date of the UST was not provided by EDR; however, based on PPM's knowledge of first construction of the northern adjoining property, the UST was likely installed in 1972. According to the Mississippi Department of Environmental Quality's (MDEQ) Online UST Database, the location of the UST on the adjoining site is at the northeastern property boundary of the southern adjoining property - or the southeastern property boundary of the subject property. Because the tank was installed before 1988, it was not held to existing UST compliance standards. Therefore, past releases would not have been reported. It is also not clear if fuel is still present in the UST - potential for future release. Therefore, the UST on the adjoining property is considered to be a REC.

The ACM survey was performed on June 15, 2023, by a PPM (www.ppmco.com) State of Mississippi Certified Asbestos Inspector (proof of certification provided in Appendix B). PPM's scope of work included a visual survey and sampling of accessible suspect ACMs on the interior and exterior areas of the building. The inspection included a visual assessment of suspect ACMs and subsequent sampling and analysis.

According to the analytical results, none of the 24 samples collected were identified to contain asbestos. This conclusion is based on the EPA definition of an ACM as material composed of ".greater than 1% asbestos."
