Additional Property Attributes

The Kansas Department of Health and Environment (KDHE) completed a Phase I Brownfields Targeted Assessment (BTA) at the property in Arkansas City, Kansas. Based on the information collected during the Phase I report, "Recognized Environmental Conditions" were identified as significant potential for contamination due to the historic oil and gas exploration and possible production on the northern and southwestern parts of the property. Due to the identified RECs, KDHE recommended a Phase II environmental assessment.

KDHE completed a Phase II BTA to evaluate the RECs identified during the Phase I, completed in August 2020. The Phase II consisted of soil borings collocated with groundwater probes. Soil and groundwater samples were collected at the site for Total Petroleum Hydrocarbon (TPH) and Volatile Organic Compound (VOC) analysis, polyaromatic hydrocarbons (PAH) and RCRA metals.

Based on the data obtained during the Phase II BTA activities, TPH mid-range hydrocarbons (MRH) were detected in the groundwater at one location at concentrations above their respective Risk Based Standards for Kansas (RSK) residential groundwater pathway. Investigative results indicate further investigation was necessary. Based on the intended redevelopment of the property, the Brownfields Program recommended a Phase III environmental assessment for further delineate the TPH MRH contamination and to determine the source's

Due to the Phase II detections and the proposed redevelopment, KDHE recommended a Phase III environmental assessment. The Phase III BTA was completed at the property in November 2021. The Phase III consisted of a confirmation groundwater sample and step-out probes. Due to lack of groundwater, soil samples were collected at the site for TPH-MRH analysis. The sampling did not confirm the detections noted in the Phase II and TPH-MRH was not detected at concentrations above their respective residential RSK soil pathway. Investigative results indicate further investigation was not necessary through the Brownfields Program and the property was cleared for redevelopment.
