Additional Property Attributes

From at least 1903 to 1908, the subject property was undeveloped. By 1925 the subject property had been developed with a residence, which was demolished circa 1971. In 1979, the existing building was constructed on the subject property. The subject property was used by a variety of commercial businesses like Payless Shoe Source and Able Body Labor (employment agency). The subject property is currently developed with a vacant commercial building. Adjoining and surrounding properties are primarily characterized by commercial and/or residential uses. The northern adjoining property was undeveloped from at least 1903 to 1908. By 1925 the northern adjoining property had been developed with a residence. The existing commercial building was constructed on the northern adjoining property in 1974 and was operated as Lucas Tire Co. from at least 1983 to present. The eastern adjoining property was undeveloped from at least 1903 to 1908. By 1925 the eastern adjoining property was developed with a residence, and the eastern adjoining property has been used for either residential purposes or commercial purposes (offices only) from at least 1925 to present. The southern adjoining property was undeveloped from at least 1903 to 1908. By 1925 the southern adjoining property was developed with a residence. In 1978, the
existing commercial building was constructed and used for retail and/or restaurant purposes. The western adjoining property was developed with an orphanage from at least 1903 to 1968. It is unknown if the buildings were consistently used for orphanage purposes during this time period. In a 1968 aerial photograph, only the slabs of the orphanage buildings were visible. In 1970, a mall was constructed on the eastern adjoining property. Between its construction and 1996, the mall declined in popularity and was vacated. Therefore, in 1996, the mall was redeveloped as a medical annex/business incubator and dubbed the Jackson Medical Mall (its current use).

This assessment has revealed no recognized environmental conditions (REC), controlled recognized environmental conditions (CREC), and/or significant data gaps (SDG) in connection with the subject property.

- Lucas Tire Co. on Northern Adjoining Property. The northern adjoining property was undeveloped from at least 1903 to 1908. By 1925 the northern adjoining property had been developed with a residence. The existing commercial building was constructed on the northern adjoining property in 1974 and was operated as Lucas Tire Co. from at least 1983 to present. Based on its proximity, its location up-gradient of the subject property, and its historical storage and handling of petroleum products and hazardous substances, it is likely that releases of petroleum products and hazardous substances may have impacted the subject property. Therefore, the historical repair shop operations conducted on the northern adjoining property represent a REC.
