Congress Avenue, often called the "Main Street of Texas," is one of the most iconic, historic, and lively streets in Austin. The existing streetscape has been the same for 40 years, while Austin has grown significantly in population. It is one of three National Register Historic Districts in Downtown Austin and holds great importance historically to the Austin community. It is heavily used by visitors, local Austinites that work downtown and government employees accessing the Capitol complex. Congress Avenue doesn't meet current needs - more pedestrian, bicycle, and public transport access and flexible use lanes for cars and vehicles are necessary.
Congress Avenue has been developed since the 1800. Early businesses along Congress Avenue historically installed underground storage tanks to provide hot water and heating, which were luxury amenities at the time. The underground tanks were installed before any local/state/federal requirements for permitting or other documentation were required. It is unknown how many "ghost tanks" exist along the Congress Avenue corridor. A Phase I ESA has been requested prior to initiating reuse plans.
This project focuses on improved walkability, bike-ability, and pocket/microparks to make Congress Ave. safer and more accessible to people who live, work, and play in downtown Austin. The City began engaging the community in 2017 to gather input on the challenges the Congress Avenue corridor faces. This initiative, the Congress Avenue Urban Design Initiative (CAUDI), envisions a transformative urban design, placemaking, and implementation strategy for Congress Avenue between Riverside Drive and 11th Street. The goal of this effort is to create a multifunctional complete street with a dynamic public realm that contributes to Downtown Austin's evolution as a sustainable mixed-use downtown and supports Austin's identity as a unique and iconic cultural city. This project will add space for pedestrians, protected bike lanes, and will improve safety at 2 intersections with the highest pedestrian collisions in Austin. Existing trees will be removed and replaced with a variety of native trees to create shade, along with more subterranean space for the root system. It incorporates urban trails, connecting downtown to the airport, commuter rail line, and all 4 quadrants of the city.
