The APD headquarters at 715 E. Eighth St. is owned by the City of Austin. Austin Police Department is looking to relocate the programs and staff housed downtown to a new Public Safety campus in northeast Austin. The 1980s building is aging, functionally obsolete, and the City intends to redevelop it.
Austin City Council asked staff to begin a public engagement process to determine how the city might transform the aging headquarters building into a "gateway to East Austin" with a focus on the city's Black community and economy. That concept could also be included in a new framework to guide future development in the Palm District, which runs along the eastern edge of downtown. The site sits just west of I-35, and while Site reuse will follow the Palm District Planning Initiative, it is also close to the city's burgeoning Innovation District and is along the path of the Waterloo Greenway linear park project.
The plans are not solidified yet, as the public engagement process is just beginning for this site. The reuse is either affordable housing, mixed use with community space, art space, and affordable housing components, or a public safety staging area for first responders. Whatever redevelopment is ultimately decided upon, it will pay into the Waller Creek tax increment finance zone to help pay for the Waterloo Greenway project.
The City would like to know how much asbestos is in the building and what the costs might be to remediate to prepare for demolition. The FSP for asbestos and lead-based paint surveys is expected in January, with field work taking place in February/March, and the report expected in April.
