Additional Property Attributes

The Site is comprised of 7.3 acres of mixed-use residential (multi-family) retail, office, and transit-oriented property located in Kansas City, Jackson County, Missouri. Re-development is proposed for the blocks bounded by 30th and 31st Streets, Prospect Avenue to Olive Street. Once the re-development project is underway, a second development phase would expand the Site by an additional 3.7 acres and add the next block to the west (Olive Street to Park Avenue, 30th Street to 31st Street). The project is intended to reverse a decade's long declining population trend by providing mixed-use residential and commercial development choices for approximately 240 residential units. The overall project represents an estimated $45 to $55 million in new investment. Within the block bounded by 30th Street to 31st Street and Prospect Avenue to Wabash Avenue, 3000 Prospect Avenue contains a 1-story vacant commercial structure; 3012 Prospect Avenue formerly contained 1-story commercial structure that was demolished in December 2017; 3020 Prospect Avenue contains an operating furnishings rental business; and 3050 Prospect Avenue is occupied by the Bluford Public Library. The remaining parcels are vacant residential lots. Within the block to the west of Wabash Avenue, six single-family homes are facing east and six single-family homes are located on Olive Street facing west. The remaining lots are vacant.

In 2018, a Phase I Environmental Site Assessments (ESA) was performed and identified no recognized environmental conditions (RECs) during the site reconnaissance on the 52 parcels that comprise the Site. Although RECs were not identified during the initial Site visit, the Qualified Environmental Professional's opinion was that potential RECs should be considered prior to any redevelopment activities. There is known volatile organic compound (VOC) impact to soil and groundwater in the north and central portions of the "East Block" (bounded by Wabash Avenue to the west and Prospect Avenue to the east), and historic on-site businesses have been identified in that general area as locations of potential environmental concern. Former businesses in the northeast portion of the East Block collectively represent a REC (former dry cleaner, auto repair/garages, fuel dispensing, and paint/varnish companies). In addition, historic businesses are present that warrant a subsurface assessment in the south portion of the "West Block" (bounded by Olive Avenue to the west and Wabash Avenue to the east). The 2018 Phase I ESA suggested the possibility of contamination at the Site originating from off-site through the groundwater migration pathway. Commercial businesses along the Prospect Avenue and East 31st Street corridors have the greatest potential for existing environmental conditions. A Vapor Encroachment Condition is likely present in the East Block, and potentially present in the West Block.

In 2018, the Site was enrolled in the Missouri Brownfields Voluntary Cleanup Program. In 2019, a Phase II ESA was performed and confirmed the presence of VOCs as chlorinated solvents (tetrachloroethene and its degradation compounds) near 3012 Troost Avenue and found no significant migration of contaminants of concern in groundwater or soil to the west, south or east. The source of contamination is believed to originate from a former dry-cleaning and automotive-related facilities previously located at the northeast portion of the Site. Groundwater was recorded at depths ranging from 4 to 15 feet below ground surface. Since groundwater presence was confirmed at the interface between clayey silt and degraded shale bedrock, groundwater was concluded to be likely perched and permeates to the northwest. Additional groundwater wells for the completion of a risk assessment and a groundwater monitoring plan were proposed.
