Additional Property Attributes

The property is owned by the Bessemer Housing Authority. A Phase I ESA was conducted outside of the grant in January 2021 and a limited Phase II ESA was conducted without grant funds in March 2022.

The Phase I ESA revealed three on-site RECs associated with the past use of the parcel. The 32.5 acres parcel formerly contained two dry cleaners indicated on the 1950 and 1959 Sanborn Fire Insurance Maps and a restaurant with one gasoline tank indicated on the 1950 fire insurance map. Four historical and current RECs were indicated for surrounding land use including the use of the northwestern adjoining property as railroad property; a western adjoining property used as a historic cleaners from 1888 to 1890; a nearby western property utilized as the Bessemer Ice and Coal Company with one gasoline tank from at least 1924 to 1959; a nearby southern parcel indicated as a historic cleaners in 1975; and a nearby northern parcel identified as a machine shop with gas tank in 1924. The Limited Phase II ESA testing revealed elevated concentrations of the volatile organic compound (VOC) 1,3-butadiene in two soil-gas samples collected near the locations of historic dry cleaners and an ambient air sample with elevated carbon tetrachloride and tetrachloroethene, all above EPA RSLs or VISLs. The City is seeking Phase III ESA testing and assessment of the elevated concentrations at the site.
