Additional Property Attributes

The eastern portion of the Subject Property was developed with a municipal water reservoir in the 1850s. Residential development was present west and south of the water reservoir by 1884. By 1897, the reservoir was no longer in use. The residential structures were demolished and replaced with the City of Detroit Department of Public Works (DPW) Eastern Yard on the southern portion, and a public bath house and an office building for the Detroit Sewer Division on the north side of the parcel by the 1920s. Railroad sidings extended to the central portion of the Subject Property from the east. In the 1930s and 1940s, additional structures were constructed on the east-central and southern portions which included a City of Detroit office building, a garage building, and City of Detroit Department of Sanitation garage and garbage incinerator buildings. Subject Property structures were gradually demolished between the 1960s and 1990s. The Subject Property has remained a gravel-covered lot since 1999. Assessment activities conducted in 2004 identified soil and groundwater impact above the state cleanup criteria. At the time of the site reconnaissance the Subject Property consists of parking lot covered in gravel and asphalt millings. An art installation was located on the southwest portion of the Subject Property and a soil berm (less than 2 feet high) was located along the perimeter of the Subject Property along the adjoining sidewalks

The north-adjoining site was developed for residential use and a rail road spur prior to the 1880s. By the 1890s, the north-adjoining site was used by various City of Detroit municipal entities including the DPW and Water Department. The site was municipally operated through at least the 1990s. The parcel appeared to contain vacant buildings by 2004. At the time of the site reconnaissance, the north-adjoining site contained a vacant building.

The east-adjoining site was developed with a municipal water reservoir in the 1850s and residential sites by the 1880s. By the 1920s, the east-adjoining site across Orleans Street was occupied the City of Detroit DPW eastern yard and contained storage buildings and railroad sidings. A tool shop was constructed by the 1950s and was later used as a paint shop building by 1977. Structures and the railroad sidings were removed in the 1980s and 1990s. The parcel remained a gravel or grass-covered lot from the 1990s until 2015, when greenhouse buildings and urban gardens were constructed. A underground storage tank (UST) was discovered during 2004 assessment activities at the site. No evidence of a release was discovered around the tank. At the time of the site reconnaissance, the site contained a former commercial structure and an urban garden area with green houses.

The south-adjoining sites were developed for residential use prior to the 1880s. Residential structures were demolished between the 1960s and 1980 and replaced with an auto repair business and a second building with an an unknown use. A commercial meat-packing business was present to the south by 1975 with the remaining land appearing to be vacant gravel- or grass-covered land. The site remained relatively unchanged since the 1970s. At the time of the site reconnaissance, the site contained a gravel
lot used for parking and a meat packing business.

The west-adjoining sites were developed for residential use prior to the 1880s. The residential sites were demolished by the 1920s and a commercial structure used for furniture repair was constructed. The remaining land was depicted as used as voting booth
storage yard in the 1920s and 1930s. By 1957, the west-adjoining site was used as the Detroit Fire Department repair shops and storage. Uses of the building included gasoline storage, repair, machining, and paint shop areas. A UST was removed from the site in 1992. A release associated with the tank was granted closure.
