Additional Property Attributes

Bellevue Parcels:
From at least 1897, the Subject Property was developed for commercial purposes with a lumber yard and with several residential structures. From 1922 to 1977, the Subject Property was occupied by the Detroit Edison Co. electrical supplies warehouse, as well as stone cutting, coal storage and salvage operations. By 1950, the residential structures were demolished. Two storage buildings were located in the southwest portion of the Subject Property from approximately 1950 to 1966. A fuel oil tank was noted on a 1961 Fire Insurance Map. An auto washing commercial business was located in the area north of Waterloo Street and south of East Vernor Highway from approximately 1957 to 1997. Waterloo Street was vacated by 1997 and the auto washing building was demolished. Triad Metals occupied the warehouse building from 1977 to 2006. From 2006 through 2023 the Subject Property was used for warehousing. Assessment activities were conducted at the Subject Property between 2006 and 2022. In 2019, two underground storage tanks (USTs), including a former fuel oil tank and an approximately 1,400-gallon former gasoline UST were identified and inspected. The USTs were previously closed in place and filled with sand and/or pea gravel. Assessment activities conducted at the Subject Property in 2006, 2019, and 2022 identified concentrations of volatile organic compounds (VOCs), polynuclear aromatic hydrocarbons (PAHs), and metals above the Part 201 residential generic cleanup criteria (GCC) in soil and groundwater and concentrations of VOCs in indoor soil gas samples were measured above the Volatilization to Indoor Air Pathway (VIAP) Residential Screening Levels (SLs).

At the time of the reconnaissance, the Subject Property consists of two parcels and a vacated portion of Waterloo Street located between the two parcels. The Subject Property was developed with a two-story warehouse and office building with a partial basement. The warehouse was used to store tools and equipment and automobile/equipment maintenance chemicals. The yard south of the building contained vehicle parking, covered salt storage and covered bagged salt storage, landscaping supplies (trees, wood chips, topsoil) and areas of concrete and asphalt debris, above ground storage tanks (ASTs) containing diesel fuel, drum storage and an area of stained concrete, and four mobile trailers for storage. The remainder of the Subject Property was developed with paved parking and grassed areas.

Surrounding areas primarily consisted of residential development to the east, and commercial and industrial developments to the north and northeast. From approximately 1897 to 1988, railroad lines as part of a railroad switching yard were located west of the Subject Property. After the railroad lines were removed, the area was developed into parking areas and a community garden. The area south of the Subject Property primarily consisted of a commercial storage yard. At the time of the site reconnaissance, the areas north and northeast of the Subject Property consisted of industrial buildings, and the area to the east was primarily residential. The area west consisted of a garden and parking lots for the Gleaners Food Bank, and a vacant storage yard was located to the south.

Kercehval Parcel:
The Subject Property was depicted as unoccupied in 1897. By 1922, the Subject Property was occupied by J Calvert Sons Fuel and Building Materials. A coal storage shed, and a lime and cement building were present on the west side of the parcel. Three railroad sidings extended from the west-adjoining Detroit Terminal Railroad (DTRR) Switching Yards to the central and southern portions of the parcel. The railroad sidings were no longer visible on the Subject Property by 1973. Other occupants of the Subject Property included Standard Surplus & Salvage Co.
