Addl Cleanup/Treatment info: In preparation for redevelopment, the Sabine High School Revitalization Project (SHSRP) conducted an asbestos survey which showed significant amounts of asbestos throughout the buildings. SHSRP is working with LDEQ on developing an ABCA and QAPP for asbestos cleanup. Additionally a lead-based paint survey and Phase I ESA are being conducted to determine if lead-based paint is present that would also need to be included in cleanup efforts, and if there are any other environmental concerns that need to be addressed prior to redevelopment.

Former Use: The site was formerly used as a school and was built in 1957 as Sabine High School to educate Afro-American children from kindergarden to 12th grade during segregation. After desegregation in 1970, the school served as Many Junior High until 2001 when the Parish built a new facility for the junior high. After that time, the buildings were left vacant and deteriorating, except for the cafeteria, which is used as a community center. A group of concerned citizens formed the Sabine High School Restoration Project nonprofit to restore the school as a community anchor and provide much needed community services. The children of Sabine Parish need a safe place to engage in opportunities that are not currently available. Restoration of the site will re-inject a spirit of hope needed for a community that suffers a high level of poverty (HUD 58.3% low-mid/mod) and limited activities outside of the school day for children and seniors who need a place to go to spend time with others.

Planned Reuse: The Sabine High School Revitalization Project intends to revitalize the previous school site to provide a variety of community services including:
* After-school programs & tutoring
* Art, Music & Live theater
* African -American Historical Museum
* Day care & Early childhood development
* Free health clinic & health and wellness center
* Meeting & banquet space
* Cultural and information presentations
* Computer lab
* Recreation
* Seasonal farmers market
* Picnic and playground areas

In preparation for redevelopment, the Sabine High School Revitalization Project (SHSRP) conducted an asbestos survey which showed significant amounts of asbestos throughout the buildings. SHSRP is pursuing EPA funding for the asbestos cleanup including an EJG2G grant and potentially an EPA Cleanup grant. To better position them for funding, LDEQ will develop an ABCA and QAPP for the asbestos cleanup. Concurrently, LDEQ will conduct a lead-based paint assessment to determine if contamination is present. If so, addressing the lead-based paint will be added to the ABCA and QAPP so that SHSRP can include that in their funding request. LDEQ also plans to conduct a Phase I ESA of the entire site to determine if there are any other environmental concerns that need to be addressed to facilitate the redevelopment.
