Additional Property Attributes

This site is the former public school for the city of Holden, which was occupied between 1945 and 1994. The former high school building, a 2-story, 22,000 square foot building on a basement, and former 7,000 square-foot, single-story junior high building, are located on the property. The site was sold to a private citizen in 2005. The city wishes to see the site put back into service, and a mixed-residential and commercial use is planned. Given the age of the buildings, asbestos and lead-based paint are concerns. A Phase I assessment, along with asbestos and lead-based paint sampling, was requested.

The crawlspace door for the elementary school was locked. In addition, the floor is badly deteriorated and collapsed in places. These prohibited access to the crawlspace under the building. Given the boiler system used in the building, there may be an underground storage tank (UST) under the floor. This represents a Recognized Environmental Condition (REC) for the site. The basement of the high school building had six to eight feet of water standing in it, making it inaccessible during the site reconnaissance. Given the boiler system there may be a heating oil tank in the basement or under it. In addition, a concrete vault cover, two manholes, and pipes protruding from the ground were noted on the northwest side of the building, possibly indicating a UST in this area. This represents a REC. Although not considered a REC, asbestos is present in both buildings, and lead-based paint is present in the high school building. The failing floor system of the elementary school should be stabilized during future construction activities. Once this is done the crawlspace should be inspected for the presence of a UST.
The water in the basement of the High School should be pumped out and the basement inspected for the presence of a UST or AST. In addition, a ground-penetrating radar investigation should be conducted in the area of the covered vault and manhole covers to determine if a UST is present in this area.
