This four story, 28,000 sq. ft. building served as a hospital and nurse training facility from 1935 through 1994 and is currently vacant. A second building on the site was demolished sometime in the past and the debris and foundation from it are currently buried under a parking lot. The planned future use of the building is mixed income development and commercial office space. Given the age of the site, lead-based paint and asbestos are the main concerns, for both the existing building and the soil where the debris from the other building is located.

Twelve historic drycleaners operated within 300 feet of the site from 1930 to 1965. A Phase II assessment is recommended to investigate possible contamination in the soil and groundwater from the historic drycleaners in the area.

Polynuclear Aromatic Hydrocarbons (PAHs) and metals are present in the soil and groundwater, but at concentrations below the Department's Default Target Levels or background levels, in the case of metals. Asbestos-containing materials (ACM) and Lead-Based Paint are present in the onsite building. No further subsurface investigation is necessary. If ACM is to be impacted by renovation activities, it should be removed and disposed by a licensed ACM abatement contractor. If it is to be left in place, then it should be managed with an Operations and Management Plan. As the site is to be renovated and used for housing, LBP should be managed in accordance with US EPA and HUD regulations.
