Additional Property Attributes

The Subject Property is comprised of 0.2824 acre of vacant commercial land situated north of Dorr Street and east of Upton Avenue. The Subject Property is irregular shaped and undeveloped.

The Subject Property formally operated as a filling station and auto repair/customization facility from at least 1925 through 2012. Further, the 1936 and 1951 Sanborn Maps depict three USTs at the Subject Property; however, neither BUSTR nor the Toledo Fire Department have records pertaining to the installation or closure of USTs at the Subject Property. Accordingly, the former use of the Subject Property as a filling station and auto repair facility and potential presence of orphan USTs represent a REC/IA in connection with the Subject Property.

Based on the results of the Focused Phase II ESA, consultant concludes the following:
* The geophysical survey identified an anomaly in the western portion of the Site interpreted to represent two potential orphan USTs laying end-to-end in the same cavity in the general location as the three gasoline USTs depicted on the 1936 and 1951 Sanborn Maps identified during MSG's June 2023 Phase I ESA of the Site;
* The data indicate that the soil samples collected as part of this Focused Phase II ESA are not impacted with VOCs, PAHs, or TPH GRO, DRO, or ORO above their respective BUSTR Closure Action Levels and/or Ohio VAP Residential (unrestricted use) GNS;
* Arsenic was detected in 10 of the 12 soil samples submitted for analyses at concentrations ranging from 3.42 to 17.1 mg/kg with one sample exceeding the Ohio VAP Residential GNS of 14.0 mg/kg, but below the VAP Commercial / Industrial GNS of 100 mg/kg and Construction / Excavation Worker GNS of 760 mg/kg. Further, all but four of the detected arsenic concentrations are below the Ohio EPA's calculated background arsenic concentration in Lucas County of 9.7 mg/kg and the remaining four that exceed that concentration are within published arsenic background concentration ranges in Ohio soils; and,
* Benzene was detected above the BUSTR Groundwater Ingestion Action Level and Ohio VAP UPUS in MW-1 and lead was detected above the Ohio VAP UPUS in MW-5. No other constituents were detected above their respective BUSTR Groundwater Ingestion Action Level and/or Ohio VAP UPUS in the submitted groundwater samples.

Given that potential orphan USTs may be present at the Site, petroleum constituents are present in Site soils, and shallow groundwater is impacted with a petroleum constituent above the BUSTR Groundwater Ingestion Action Level, it is suspected that a release of petroleum has occurred at the Site. Further, a BUSTR Request Form for a Class Code Determination of a BUSTR Release File should be completed for the Site to determine if a viable Responsible Party exists to complete further BUSTR Corrective Actions at the Site.
