Additional Property Attributes

The City of Vancouver is seeking to purchase the property. Its desired reuse is a light rail station and parking garage as part of the Interstate Bridge Replacement project. Currently, the northeast portion of the Property is developed as a parking lot for the adjacent Fort Vancouver Regional Library, the southern portion of the Property is an east-west oriented alleyway with diagonal parking that connects C Street and Reserve Street, and the remainder of the Property is undeveloped land surrounded by security fencing. Based on a review of aerial photographs, Sanborn Fire Insurance Maps, topographic maps, and city directories, the Property was primarily residential from approximately 1888 to 1958, mixed commercial and residential approximately from 1958 to 1992, and exclusively commercial between 1992 and sometime prior to 2011. Commercial occupants have included Vancouver Bowl, McCoy's Auto Company, Waters Foundation Lunch, Bill Copps Inc., Blue Door Antique, Greenleaf Limited, Lewis & McCray Mortgage Co., and Enterprise Rent-a-car. The Property was used for automobile sales and servicing between at least 1958 and 2005. Structures associated with these operations included three underground storage tanks, in-ground hydraulic hoists and hydraulic fluid reservoirs, and an underground heating oil tank. As a result of these operations, petroleum products were released to subsurface soils. The structures on the Property were demolished between 2004 and 2009, during which time approximately 243 cubic yards of petroleum-impacted soil was excavated and removed from the Property. Confirmation sampling conducted post-excavation indicated that soil remaining on the Property did not exceed applicable cleanup levels. The Washington State Department of Ecology issued a No Further Action determination for the Property in 2011.
