Incorporate green building techniquesGreen building is the practice of creating healthier, more resource-efficient models of construction, renovation, operation, maintenance, and demolition. Green building techniques can be instrumental in addressing increased frequency and intensity of extreme weather events and natural disasters by more effectively controlling stormwater, reducing waste and energy use, and designing smarter infrastructure that allows for adaptation and mitigation. Techniques may include green roofs; energy, lighting, and water efficiencies; use of sustainable building materials; and incorporation of passive survivability features. Passive survivability is a building's ability to maintain habitability without relying on external utility systems for power, fuel, water, or sewer services, as well as being better able to withstand floods, severe weather, and temperature extremes.
Incorporate and encourage multi-modal transit opportunities in redevelopment activitiesPlanning, designing and building streets that enable access for all users, including pedestrians, bicyclists, motorists and transit riders. Brownfield redevelopment projects can incorporate sidewalks in their plans to allow for pedestrian traffic, outdoor public spaces to encourage community gatherings, and bicycle parking, bike share rentals, and bike trails to encourage biking throughout the community.

Additional Property Attributes

Standard and other historical resources were able to document the subject property was developed between 1922 and 1927 with a residential dwelling and garage in the northern portion. Five dwellings and associated garages (including the current dwelling at 649 East Pike Street) and a gasoline service station were constructed in the southern and southwestern portions between 1930 and 1937. Additional dwellings were constructed along the western portion in the 1950s. The gasoline service station was converted for use by a paving contractor in the 1970s, and the building was also occupied by an income tax company from at least the 1980s to 2000s. Several dwellings in the southern portion were demolished in the 1980s and 1990s. With the exception of the current dwelling, the remaining dwellings, garages, and the gasoline service station were demolished at various times between 2009 and 2011. The northern, western, and southwestern portions have consisted of vacant land since that time.

Identified Recognized Environmental Conditions (RECs) include the following:
* A portion of the property, historically identified as 4 Martin Luther King Jr. Boulevard North, was occupied by a gasoline service station from at least 1937 to 1968. The property is a "facility" with chromium contamination.
* Contamination from the former gasoline service station was not adequately assessed and additional contamination stemming from automobile repair services, including PCBs from in-ground hoists may exist.
* Two Underground Storage Tank (USTs) as well as abandoned, orphan tanks may exist on the property.
* Based on the ages of the structure, the potential exists for asbestos containing materials (ACMs) and/or lead-based paint (LBP) to be present.

Following due diligence, the properties will be developed in conjunction with a former elementary school to be redeveloped as a nonprofit community hub. Multiple phases of development shall follow, including affordable housing and mixed used buildings.
