Additional Property Attributes

This site is a former gas station with aboveground storage tanks (ASTs). It's been abandoned by the former owner, and has been under investigation for a release since 1999 by the Department's Tanks Section (ST19123/R4616). The city wishes to demolish the existing building, remove the three onsite ASTs, and prepare the land for commercial redevelopment. In addition to the possible petroleum contamination, there is a concern of asbestos in the onsite building. A Phase I with asbestos and lead-based paint surveys is planned. Site is a former gas station. Eleven monitoring wells are present onsite. ACM is present in window glazing. LBP is present in six out of the 20 samples obtained. A subsurface investigation is recommended. ACM should be removed prior to demolition. While not necessary for demolition, if LBP is removed it should be done so by licensed lead abatement company.

Petroleum contaminants in the subsurface soil exceed both the residential and non-residential Risk-Based Target Levels (RBTLs). Petroleum contaminants in the shallow groundwater table exceed the residential and non-residential RBTLs; the construction worker RBTLs were exceeded in groundwater samples from soil borings SB-4 and SB-6. Regarding the soil exceedances, PE recommends restricting subsurface soil disturbances, as well as the future construction of onsite structures. Regarding the groundwater contamination, PE recommends not using the site groundwater for domestic purposes. In addition, construction workers should be informed of the groundwater contamination prior to doing any excavation for construction purposes. BVCP recommends: The Department's Tanks Section has an open release file for this site. Closure of this release file, and a "No Further Action Letter", should be sought.
As already discussed with the city, further delineation of the soil and groundwater contamination is warranted. I have begun the process to conduct a Phase II Addendum on the site, and I will keep you informed of the progress of this investigation. As with the Phase II, a report will be generated from this investigation.
To assist with addressing the contamination within the Tanks Section, the site may be eligible for funds from the Missouri Petroleum Storage Tanks Insurance Fund (PSTIF). I've included a letter from them dated April 11, 2005. There does not appear to be any evidence that this possible aid was ever sought in the past. BVCP recommends you contact them to determine eligibility.
