Additional Property Attributes

The Hathaway Shopping Center is located on 2.46 acres of land and is occupied by two buildings and associated parking. The first structure is a two-story shopping center broken into several individual units fronting both Lewis and Clark Boulevard and Duenke Street consisting of approximately 32,000 square feet in total. The second structure is an approximately 15,000 square-foot three-story building that was formerly a bank but was vacant at the time of our site visit. Previous uses for the buildings include a bank and Suburban Journal Newspaper in the 1980s, food catering, and as a church until approximately 2021. A Red Circle, a community nonprofit, intends to purchase and redevelop the property. The plan for the property includes office space in the north end building for A Red Circle, a new co-located service programs for other community organizations, and leasing the west end building for use as a commercial kitchen space and a grab and go bistro. Duenke Avenue storefronts will be available for community services and entrepreneurs focused on wellness. A Phase I Environmental Site Assessment was completed in December of 2022. The Phase I identified the past presence of laundry facilities and a photograph development lab on the property, and an auto care shop located on an adjacent property, as recognized environmental conditions for the site.

Seven borings were advanced on the property to determine the potential impact from several RECs. Soil at the site appears impacted with low level volatile organic chemicals (VOCs). Groundwater at the site appears impacted with VOCs and silver. However, none of the contaminants in soil and groundwater are above the Default Target Levels (DTLs). DTLs are contaminant concentrations that are the lowest and most conservative levels for soil and groundwater for all exposure pathways and below which human receptors are protected from all complete exposure pathways for residential or other unrestricted land use. Asbestos was identified in the following building components: HVAC (heating, ventilation, and air conditioning) vibration dampeners, duct insulation, pipe insulation, and 9"x9" vinyl floor tiles and associated mastics. Additionally, fire-rated doors were assumed to contain asbestos. A total of 144 XRF readings were taken. The majority of the readings indicated detectable concentrations of lead. However, the only components with lead greater than 1% were ceramic tiles found in the men's and women's restrooms.

An Analysis of Brownfields Cleanup Alternatives (ABCA) was performed fo this property. Two alternatives were analyzed for asbestos-containing material (ACM): #1, No Action and #2, Abatement of ACM. Three alternatives were analyzed for lead-based paint (LBP): #1, No Action; #2, LBP Stabilization/Enclosure; #3, LBP Removal by Renovation/Demolition. Alternative 2, abatement of Asbestos-Containing Material (ACM) is the recommended cleanup alternative for ACM at the site. Alternative 2 or 3, Lead-Based Paint (LBP) stabilization or removal is recommended for cleanup alternative for LBP at the site. The site building is planned for commercial and office redevelopment.
