Additional Property Attributes

The site is located in the city of Palmyra and is primarily occupied by a vacant 6,500 square-foot building that operated as a power plant from 1888 to 2003. The power plant produced electricity for the city using diesel generators. At least two above-ground storage tanks (ASTs) have been on the property.

Potential impact to the site from the long-term use of diesel-fueled generators, including significant staining associated with the generators and associated operations, and an open pathway to the subsurface via the natural spring opening in the site building, is considered a recognized environmental condition.

A total of 6 soil borings were advanced and eventually converted into groundwater temporary sampling points to evaluate potential releases in association with the REC. Arsenic and lead were found to be above default target levels (DTLs) and allowable background concentrations in soil. Arsenic, barium, and chromium were found to be above DTLs in groundwater. TPH-DRO was also above DTLs in one soil sample. Polyaromatic hydrocarbons were detected in soil and groundwater, but below risk-based target levels.
