Additional Property Attributes

The Property is a public ROW, which consists of sidewalks and portions of roadways South Macedonia Avenue, East 8th Street, South Blaine Street, and East 9th Street. A Phase II ESA was conducted of the public rights-of-way surrounding 1403 East 8th Street, 1520 South Blaine Street, 1500 Block South Macedonia Avenue, and 1401 East 9th Street in Muncie, Delaware County, Indiana. We designed the scope of the Phase II ESA to evaluate the potential migration of contamination into the public ROWs associated with former industrial uses of adjoining properties. Residential developments adjoin the Property to the north, northwest, northeast, and west. Industrial developments adjoin the Property to the northeast, east, and south. Additionally, industrial developments are present within the bounds of East 8th Street, South Macedonia Avenue, East 9th Street, and South Blaine Street. The presence of volatile organic compounds (VOCs) and heavy metals were previously identified in the soil and groundwater beneath the former manufacturing facility, which is bounded by the Property. The analytical results of the groundwater samples collected identified concentrations of trichloroethene above the IDEM R2 Residential Published Level in groundwater sample SB1-GW (and its duplicate). Concentrations of total arsenic, chromium, and lead were measured in concentrations that exceeded their respective IDEM R2 Residential Published Level in one or more of the groundwater samples collected. The analytical results of the soil gas samples collected identified concentrations of tetrachloroethene above the IDEM R2 Shallow Exterior Residential Published Level in soil gas sample SG2 and the duplicate of soil gas sample SG3. Based on the analytical findings of the soil, groundwater, and soil gas samples collected during this assessment, it appears that concentrations of CoCs associated with the former industrial operations adjoining East 8th Street, South Blaine Street, South Macedonia Avenue, and East 9th Street have migrated off-site into the public rights-of-way. Further investigation may be warranted to further characterize the nature and extent of the CoCs identified in the soil, groundwater, and soil gas.
