Additional Property Attributes

Former Use: The site is a vacant industrial site that formerly operated as St. Mary Metalform Company, a steel fabrication and manufacturing facility. The site has been cleared of buildings but contains remnants of former operations.

A Phase I ESA was completed in September 2023 under the LDEQ TBA Program to assess environmental concerns from historical industrial operations. The Phase I ESA identified recognized environmental conditions including unknown hazardous material and petroleum product use and sandblasting operations at the former steel manufacturing facility at the site. A Phase II investigation was recommended and is being conducted under LDEQ's TBA Program to assess subsurface conditions at the site and determine if contamination is present.

Planned Reuse: The site is planned to be reused as a community greenspace adjacent to the Franklin Canal and a recently developed canoe trailhead. The City is currently enhancing adjacent properties along the bayou to support their recreation economy and enhance the community's access to greenspace including kayak and canoe rentals, camper space, bait shop, and picnic areas. The City's pier plans will create the only loop paddle trail in the state. Redevelopment of this site will enhance those efforts. Part of the revitalization and cleanup plan is to keep some of the century-old railroad tracks on the site and offer rail trail tours. The redevelopment of the site is anticipated to have a significant economic impact for the community by building on the City's efforts to enhance their recreational economy. In addition, the site reuse will allow the local community access to the canal which has previously been limited. The assessment and potential cleanup of the site will reduce the underserved community's exposure to environmental contamination as well as protect the adjacent canal. Developing the former St. Mary Metalform site will not only environmentally enhance the community but provide economic opportunity in the forms of jobs and increased tax revenue.
