Additional Property Attributes

Former Use: The property is currently vacant and has an abandoned building with a concrete parking area and alleyway. Past use includes an auto shop and possibly a gas station. Environmental issues in building materials are a concern based on the age of the structure. Additionally, since the site is situated in a historically developed area of Shreveport, environmental concerns are associated with past use of surrounding sites. A Phase I ESA was completed in September 2023 to initiate assessment of these concerns. The Phase I ESA identified recognized environmental conditions including former filling station and service station operations on the property and former service station, auto-repair, auto painting, farm implement repair, and dry-cleaning operations on nearby properties. A Phase II ESA is being conducted under LDEQ's TBA Program to determine if contamination is present at the site from the historical use of hazardous and petroleum products during historical operations on the site and surrounding sites.

Planned Reuse: The site is owned by Antioch Baptist Church, one of the first black Baptist churches for freed slaves following the American Civil War, who would like to redevelop the property in conjunction with the restoration of their church on the same block. The planned redevelopment includes a multi-use facility for all ages as well as an urban garden. They are working with Shreveport Common, a local nonprofit focused on revitalizing the neighborhood and especially the Texas Avenue corridor.
