Additional Property Attributes

Former Use: The property is currently vacant and used as a right of way (Poydras Street median/neutral ground). The property historically operated as a rail yard. A Phase I ESA was conducted in October 2019 followed by a Phase II ESA in December 2019, which identified exceedances of oil and diesel range organics, heavy metals, and some semi-volatile organic compounds. Additionally, lead in surface soil was identified above regulatory standards for high level play and general yard areas. Additional sampling and assessment is required to determine the extent of the contamination and if cleanup is necessary.

Planned Reuse: The long-term plan for the site is redevelopment through an RFP by New Orleans Redevelopment Authority (NORA), who plan to lease the site from the City. The short-term plan for the site is to utilize the area for temporary housing for the homeless, which is an urgent need in the area. The community benefits from the reuse of this vacant lot through the development of affordable housing and economic development. The zoning allows up to 85 feet in height and high-density development so housing and commercial uses are possible at this site. The redevelopment would provide jobs, greenspace, and low-income housing near the central business district and the bio district centers of the City.
