Additional Property Attributes

The subject property was historically associated with a larger parcel utilized by the Imlay City Water Works. The northern portion of the subject property contained an 80,000-gallon underground reservoir and cistern from the 1920s through the 1950s. The southwestern portion of the subject property contained a coal storage building and railroad spur from at least the early 1990s to at least the 1950s. The original portion of the subject building was constructed between 1934 and 1941 and was utilized as the Imlay City Street Department warehouse. An addition to the subject building was constructed by 1973 and the subject building was occupied by the Imlay City Department of Public Works until 2011. Petroleum USTs were installed on the subject property in the late 1970s and remained in use through the mid-1990s. The subject building is currently utilized for cold storage purposes by the Imlay City Department of Public Works.

The adjoining properties have included commercial developments since at least 1890. The northwestern adjoining property was developed with a foundry and machine shop from at least 1890 to 1953, the northeastern adjoining property was developed as the Imlay City Water Works from at least 1922 to 1953, the southern adjoining property was developed with a railroad right-of-way since at least 1890, and the western adjoining property was utilized for coal storage from prior to 1890 to at least 1953.

Phase I identified RECs including: past use as DPW and known petroleum contamination from past underground storage tank (UST) releases, areas of significant oil staining, coal storage and rail spur, and other concerns on adjoining and nearby properties.

The Phase II ESA identified the presence of volatiles, semi-volatiles, and metals on site at actionable levels.

Hazardous materials surveys for the DPW and associated sign shop were started but cancelled after the sampling and analysis plans (SAPs) were drafted because the planned development (winery) fell through.
