Additional Property Attributes

Phelps County has applied for a Brownfields Assessment for the Phelps County Road Maintenance Facility. The site has a two buildings totaling 7,000 square feet and has functioned as a state and county road maintenance facility since the 1950's. Phelps County intends to relocate the maintenance facility and sell this property. The site recently underwent closure for two underground petroleum storage tanks.

No recognized environmental conditions (RECs) were identified during the Phase I. Historical recognized environmental conditions (HRECs) were identified but are not a current environmental concern, and asbestos-containing material (ACM) and lead-based paint are likely present in the buildings.

A revised Phase I and ACM/LBP inspection was conducted in 2024. The conditions resulting from the long-term use of the buildings, including the notable oil staining within the maintenance buildings and adjacent to the used oil above-ground storage tank (AST), and the oily liquid in the parking lot represents a REC and a vapor encroachment condition (VEC). The 2015 Underground Storage Tanks (USTs) removal represents a Historic Recognized Environmental Condition (HREC) to the subject property. An Asbestos and Lead-Based Paint (LBP) Survey indicated 200 linear feet of exterior window caulking contains asbestos within the old models of window of the west property building. Of the 123 LBP readings, sixty-eight readings resulted in levels over 1.0 milligrams per square centimeter. The painted surfaces which are considered positive for LBP included walls and wall studs, window components, cabinet components, hanger components, door components, garage door components, support beams, stair components, decking components, countertops, key hanger boards, pipes, cubbies, and shelves. While the presence of ACM and LBP are not considered to represent a REC in connection with the property, the presence of ACM and LBP within the subject buildings are considered a business environmental risk (BER). The contractor recommended a Phase II ESA to evaluate soil and groundwater conditions resulting from the long-term maintenance operations, historical USTs, ASTs, and noted surface contamination identified at the subject property at the time of site reconnaissance.
