Additional Property Attributes

The Site is currently part of a vacant lot and parking lot. In 2020, the Site consisted of two vacant buildings but were destroyed during a building fire. The former buildings previously operated as a nightclub and Ballew Saw and Tool. The Site was identified as a possible source of contamination from a former underground storage tank (UST) located north of the buildings on the Site, as well as former historical industrial and laundry facilities in the Site vicinity. Generally, migrating contaminants of concern in the soil and/or groundwater are from volatile organic compounds (VOCs) and total petroleum hydrocarbons (TPH). If excavation exposes the subsurface during construction, these compounds could present risks of human exposure. The Site is being considered for a mixed-use project with residential and retail elements that includes a restaurant/dining operating on the first floor and potentially a community meeting space. A Phase II ESA was conducted on September 8 and 9, 2020. Results of soil and groundwater sampling at the Site indicate that VOCs and petroleum compounds are present in the soil at levels above residential screening levels, but below nonresidential screening levels. VOCs and petroleum compounds are also present in the groundwater, but at levels below residential screening levels. TPH-DRO and TPH-ORO concentrations exceeded the residential land use indoor inhalation of vapor emissions risk-based target level. Therefore, soil contamination may pose an unacceptable risk to indoor air for residential receptors. Removal of contaminated soil during construction or installation of a vapor barrier could be completed to prevent unacceptable risk to human health and the environment. Additionally, residential use of new development at the Site could be limited to upper levels of buildings to reduce risk to human health.
