Additional Property Attributes

The Site is comprised of five parcels and a public right-of-way (ROW) south of East Phelps Street and North Roberson Avenue: 430 N. Boonville (1313311001), 414 N. Boonville (1313311005), 410 N. Boonville (1313311009), 310 E. Phelps (1313318002), and 405 N. Jefferson (1313318009). The Property is currently part of a vacant lot and parking lot. The Site and adjacent properties were identified as a possible source of contamination from former historical industrial, manufacturing, and dry-cleaning operations in the Site vicinity. Generally, migrating contaminants of concern in the soil and/or groundwater are from volatile organic compounds (VOCs), total petroleum hydrocarbons (TPH), and Resource Conservation and Recovery Act (RCRA) Metals. A Phase II ESA was conducted on July 20, 2020. Results of soil and groundwater sampling at the Site indicate that metals, VOCs, and petroleum compounds are present in the soil, but at levels below construction worker screening levels. VOCs and metals are also present in the groundwater, but at levels below construction worker screening levels. Therefore, contamination at the Site does not present an unacceptable risk to human health for construction workers completing the work at the Site. Lead and chromium concentrations in soil exceeded TCLP regulatory levels using the rule of 20; therefore, soil that is excavated and may be removed from the site may be considered hazardous.
