Additional Property Attributes

The Alexander Human Development Center was originally developed circa 1931 as the Thomas C. McRae Memorial Sanatorium, a segregated tuberculosis sanatorium serving African Americans. The site began operating as the Alexander Human Development Center in 1968, and was operated for 43 years by the Arkansas Department of Human Services. The center closed in 2011 and the property was donated to the City of Alexander by the State of Arkansas in 2018. A 2019 asbestos inspection confirmed that ACM is present in the buildings, but a fire occurred in the main building 2020 that stopped all progress at the site. Ultimately, the City would like to have the former Human Development Center building abated and demolished so the property can be redeveloped for community and potentially commercial use.

A Phase I ESA was completed in October 2023 and identified multiple recognized environmental conditions (RECs) and business environmental risks (BERs) associated with the 65-acre site site. A Phase II Comprehensive Site Assessment (CSA) was started in January 2024 but was cancelled due to the City of Alexander's ineligibility to apply for an EPA Cleanup Grant.

A new Phase I ESA will be conducted for the Central Arkansas Planning and Development District (CAPDD) which is a prospective purchaser of the 4.4 acres containing the former Human Development Center building and associated structures. Following the Phase I ESA, CAPDD will purchase the property and a Phase II ESA will be performed.
