Additional Property Attributes

The Bollinger Building is a New Deal-era building that has served as a multiple municipal uses since its construction in 1938-1939. It originally housed the West Memphis City Hall and jail beginning in 1939. A courtroom was added in 1954-1955, and a new jail portion was added in 1960-1961. The West Memphis City Hall was moved to a newer building in 1975, and the Bollinger Building continued to house the West Memphis Courthouse until 2021 when a new courthouse was built. The Bollinger Building has been vacant since 2021. The building is believed to be named after O.I. Bollinger (likely Oliver Isaac Bollinger) who served on the West Memphis City Council for 33 years. Asbestos-containing materials (ACM) and lead-based paint (LBP) were the contaminants of concern. ACMs were removed from the building and LBPs were stabilized and encapsulated. An Operations & Maintenance Plan was provided to the City of West Memphis for ongoing management of the lead-based paint. The City initially planned to reuse the building as a blues museum but may end up demolishing the building in order to build a new municipal building, and plans to open the museum at another
