Additional Property Attributes

This property was used as a commercial dry cleaner from 2001 to 2006. Records show that the dry cleaner used tetrachloroethylene (TCE) as a solvent, indicating possible VOC contamination. A non-profit organization Focus, Inc. is interested in buying the property and redeveloping it as a day center for adults with developmental disabilities. A Phase I ESA was completed in September 2023, identifying a potential release of VOCs (TCE) from the property. Sampling will be required to confirm whether a release has occurred.

A Phase II assessment indicated that no dry cleaning contaminants were present in soil or groundwater. Arsenic was detected in surface soils, which is considered to be naturally occurring for this part of Arkansas. Metals were detected in subsurface soils at concentrations exceeding Protection of Groundwater Soil Screening Levels (arsenic, barium, lead, selenium, and mercury). Benzene was also detected in subsurface soils above the Protection of Groundwater Soil Screening Level; however, the result was an estimated concentration and benzene was not detected in any other samples. Groundwater sample results were less certain due to high turbidity of the samples. Some groundwater samples had metals exceeding Maximum Contaminant Levels (barium, chromium, and lead), but additional sampling is necessary to confirm these results. The Phase II assessment found there are no complete exposure pathways for current receptors since groundwater is not used at the property. However, additional sampling is needed to confirm groundwater sampling results. If barium, chromium, and lead are retained as groundwater contaminants of concern after additional sampling, then institutional controls may be required to protect future site receptors.
