Additional Property Attributes

The property consists of four parcels totaling approximately 6.26 acres of vacant land historically used for industrial glass and plastics manufacturing. All industrial infrastructure was demolished and removed from the subject property in the late 2000s. After demolition, the current property owner leased the property to an oil and gas company for storage for three years. The parcels are currently vacant.
The subject property is zoned as commercial use and is identified through West Virginia public tax records as the following four Parcel IDs: 46-01-0002-0069-0000, 46-01-0002-0068-0000, 46-01-0002-0001-0000, 46-01-0002-0060-0000. The four parcels are not contiguous. Adjoining properties to the south are zoned as commercial with historical industrial use. A rail line (CSX Transportation) borders the subject property along the eastern side, separating Parcel ID 46-01-0002-0060-0000. The Tygart Valley River borders three of the parcels comprising the subject property to the west. The remaining adjoining properties are residential or municipal use.
The potential future uses could include recreational, commercial, and/or residential.
A Phase I ESA was completed in September 2023. The following were evaluated as RECs for the subject property:
* REC 1: Past industrial use and historical manufacturing operations on the subject property
* REC 2: Off-site, upgradient historical dry cleaner
* REC 3: Mapped US Brownfield findings on subject property
* REC 4: Oil and gas equipment storage
* REC 5: Drums, barrels, and/or containers > 5 gallons
Approximately 3.04 acres of the present-day subject property was assessed for environmental conditions in 2003 as part of a 1998 U.S. EPA Brownfield Assessment Grant. The Taylor County Development Authority (TCDA) were the owners during the 2003 assessment. The assessment activities were confined to present-day Parcels 2-69 and 2-68. The original Environmental Site Assessment (Potesta, June 2003) found several COPCs in surface and subsurface exceeding West Virginia De Minimis standards for residential soil, including semi-volatile organic compounds, (SVOCs), polycyclic aromatic hydrocarbons (PAHs), polychlorinated biphenyl (PCBs), and heavy metals. Additionally, fill material was sampled across the Site and was found to exceed West Virginia De Minimis standards for residential soil for SVOCs, PAHs, PCBs, and heavy metals. Arsenic and benzo(a)pyrene exceeded industrial De Minimis standards in surface, subsurface, and fill material soil. COPCs exceeding West Virginia De Minimis standards for groundwater included volatile organic compounds (VOCs), SVOCS, and heavy metals. An HHERA revealed contaminants of concern (COCs) for the subject property including volatile organic compounds (VOCs), PAHs, PCBs, SVOCs, and heavy metals. These contaminants were identified in soil and groundwater. No additional action was taken following the 2003 assessments. In November 2023, the site was acquired by the West Virginia Land Stewardship Corporation, who prepared and submitted a FY2024 Brownfields Cleanup Grant application. The preferred and recommended remedial alternative is to update the Risk Assessment and obtain a Certificate of Completion through the West Virginia Voluntary Remediation Program using the Residential and Recreational Use standards.
