Additional Property Attributes

The property has been used since 1940s with several barns for storage of road and bridge materials (salt, equipment). The county is looking to sell the property and relocated the St. Francois County Bridge and Road department to a less populated area. Petroleum contamination is suspected since the county used it for refueling their vehicles.

This assessment has revealed evidence of RECs in connection with the property as follows:
The Casey's Gas Station #1137 is listed as a REC due to a leak reported in 1993 but an MDNR no further action letter was not reported as being received. This gas station is up-gradient from the site and fuel could have impacted the site.
The MC-800 oil spill caused by a tanker truck explosion is listed as a REC. No additional information on the cleanup process or MDNR reporting was provided. It is unknown how the oil impacted the site.
Although not considered to be within the scope of a Phase I ESA, asbestos containing material and lead based paint may be present at the site.
Overall, drums on the site were observed in good condition. One of each type was open with others stored in rooms away from vehicle traffic. It is recommended that drums be stored indoors and labeled properly. Drums of the same type of chemical should be kept together. Empty drums and drums containing unknown chemicals should be disposed of in a proper manner. Flammable materials and volatile chemicals need to be in a fire cabinet (safe for flammables).
Prior to any renovations or demolition, an asbestos and lead-based paint inspection of the two buildings should be performed due to the age of the buildings.

No lead based paint or asbestos containing materials were identified at the site. Surface soil samples contained naphthalene and Total Petroleum Hydrocarbons(TPH)-diesel range organics above the Missouri Risk Based Corrective Action (MRBCA) Default Target levels (DTLs). Lead was detected in soil boring 3 (SB-3) at 9,100 V mg/kg above the DTL (3.74)and Risk Based Target Level (RBTL) of 260 mg. This concentration is more tha 13 times the non-residential RBTL for outdoor ingestion, dermal contact, and inhalation RBTL (660 mg/kg).
TPH-Gasoline Range Organics was the sole volatile organic parameter detected in the three subsurface soil samples but did not exceed the DTLs.
Groundwater sample results indicated diesel was detected in the sample near the former waste oil Above ground storage (AST) but did not exceed the DTLs. Lead was detected in every groundwater sample and concentrations were highest in turbid samples and lowest in the sole clear sample at FA15-GW4. The lowest concentration is several orders of magnitude above the DTL.

Naphthalene and diesel range organics (DRO) were found in the surface soils near the dispensers. Gasoline range organics (GRO) and naphthalene are present in the subsurface downgradient of the used oil above-ground storage tanks (AST), but has not migrated to the property boundary. Lead concentrations in the soil throughout the site exceed the typical background range for Missouri soil and the surface soil concentrations exceed the non-residential risk-based target levels (RBTLs).
Lead concentrations in groundwater exceed the default target levels and the RBTL for residential ingestion of groundwater.

A Phase I Update was conducted. Lead in soil and groundwater exceeding non-residential land-use and for residential ingestion of groundwater is considered a recognized environmental condition (REC) to the site.
Naphthalene and Total Petroleum Hydrocarbons-Diesel Range Organics (TPH-DRO) were detected in surface soil near the pump dispensers is considered a REC.
Naphthalene was detected in subsurface soils downgradient of the used oil aboveground storage tank (AST) north of the main building where the oil spill occurred are above the DTLs and are considered RECs to the site.
