Additional Property Attributes

Standard and other historical resources were able to document that the subject property was vacant land from at least 1952 to between 1961 and 1966 when the property was developed with an automotive sales lot. Based on aerial photography, two commercial structures were depicted in the eastern portion with several vehicles parked onsite. Due to a lack of available historical records, PM was unable to determine if automotive services were performed onsite associated with the automotive sales. The northeastern structure was demolished between 1973 and 1983 and the property appeared to be vacated. The other commercial structure was demolished between 1985 and 1991. The current structure was constructed in 1991 and originally occupied for car washing activities. Based on city directory listings, automotive service operations have been performed onsite since at least 1995 and possibly since construction of the current building.

The following Recognized Environmental Conditions (RECs) were identified during this Phase I ESA:

* PM observed five new oil aboveground storage tanks (ASTs) and one used oil AST in the northern oil change pit. PM observed significant staining on the concrete floor of the oil change pit. Based on the significant staining, the subgrade and the length of time storage operations have been present (over 20 years), the potential exists for contamination to have entered the subsurface in this area from spills, leaks, and/or poor waste management practices.

* Two sumps were observed in the oil change pits. The two sumps appeared to be in concrete and contained water with a sheen. PM was unable to determine when the sumps were installed, however, that portion of the building was constructed between 1991 and 1996. PM was also unable to determine exactly what discharges to the sumps and subsequently where the sumps discharge. The current owner representative was unaware of the presence of the sumps. Based on long term operations (over 20 years), the location of the sumps in the oil change pit and sheen observed, the potential exists that a release may have occurred from the sumps to the subsurface.

* PM observed an oil/water separator (OWS) located southeast of the subject building. The current owner representative did not have knowledge of the OWS. It is unknown whether all the floor drains and sumps discharge to the OWS. The OWS likely discharges to the municipal sewer system. PM lifted the OWS cover and observed a large amount of clouded water and trash. The structural integrity of the OWS is unknown and may be a source of subsurface contamination.

* Floor drains and three car wash floor drain pits were observed in the car wash and service areas. Historical interior waste streams associated with the former service garage and car wash operations would have consisted of general hazardous substances and/or petroleum products. Based upon the age of the building (32 years), the potential exists for failure of the drainage system (i.e. cracks, leaks) to have occurred over time. The current and historical waste management practices associated with the floor drains are unknown and could be a source of subsurface contamination.

No adjoining and/or nearby RECs have been identified.
