Additional Property Attributes

The site is currently a shopping center containing retail stores and an automotive service center. Future use is anticipated to remain as a retail space. ACM was found throughout the site, primarily in anchor stores. A former dry cleaners, Sears automotive with documented contamination, trash incinerators, and hydraulic elevators with a reported release were identified as onsite RECs. Multiple current/former gas stations, a dry cleaners, and a small quantity hazardous waste generator that used solvents, ignitables, and corrosives were identified as offsite RECs. A 2014 Phase II ESA was also provided by the BVCP BA program to address findings of the Phase I ESA. Low levels of Benzene, Toluene, Ethylbenzene, Xylene, and Naphthalene (BTEXN); gasoline range organics (GRO); Polycyclic Aromatic Hydrocarbons (PAHs); and lead were detected in soil and groundwater samples. A comparison of findings to the Missouri Risk-Based Corrective Action (2006) technical guidance indicated that contamination was below the lowest Default Target Levels, or were non-detect. The site was enrolled in Missouri's Voluntary Cleanup Program on 1/5/16. The site entered the BVCP in January of 2016 to address ACM concerns identified in the 2014 inspection. ACM abatement took place throughout the course of 2016-2017 demolition activities. All abatement work was conducted under the jurisdiction of the St. Louis County Health Department. Final inspection, abatement reports, and permits submitted to St. Louis County indicate all ACM was properly removed from the site. The site therefore qualifies for unrestricted residential use. A Certificate of Completion was issued on 11/2/18.
