Additional Property Attributes

Standard and other historical resources were able to document that the subject property was developed with the current structure in 1950. The structure appears to have been constructed as a service station and operated as such until approximately 2001 when operations ceased. Additionally, gasoline dispensing operations were performed onsite from at least 1970 (possibly since construction) to 2001 when the USTs were removed. Gasoline dispensing operations were previously assessed and PM has not identified those operations as a recognized environmental condition (REC).

This assessment has revealed the following recognized environmental conditions in connection with the subject property:

* Automotive service operations were performed onsite from 1950 to approximately 2001. Historical interior waste streams associated with the former service garage operations would have consisted of general hazardous substances and/or petroleum products. A significant portion of this time period preceded major environmental regulations and current waste management and disposal procedures. Previous subsurface investigations associated with Underground Storage Tank (UST) operations did not include any sampling within the subject building and did not include analysis for volatile organic compounds (VOCs) typically associated with automotive service operations; therefore, the UST investigations were not adequate to assess historical service operations. The historical waste management practices associated with the former service operations are unknown and may be a source of subsurface contamination.

* PM observed a former in-ground hydraulic hoist in the eastern portion of the subject building and another outside east of the building. PM was unable to determine when the hoists were installed, however, the current building was constructed in 1950. In-ground hoists have an underground reservoir for hydraulic fluids, which can also contain polychlorinated biphenyls (PCBs). The potential exists that a release occurred from the former hydraulic hoist systems and/or underground reservoirs.

No adjoining and/or nearby RECs have been identified.

This assessment has revealed the following significant data gap in connection with the subject property:

* PM was unable to determine whether the current building was previously connected to municipal sewer or a private septic field. PM attempted to obtain an initial tap date or main installation dates from the City of Columbus Public Works, however, despite follow up attempts and active research online for additional information, PM was unable to confirm connection dates and main installation dates for the subject property. PM has identified this lack of information as a significant data gap that impacts the ability to determine whether a former septic system would represent a REC.

This assessment has revealed the following Historical Recognized Environmental Condition (HREC) in connection with the subject property:

* The subject property is a closed Leaking Underground Storage Tank (LUST) site with one release reported in 2007 and granted a unrestricted LUST Closure in 2008. Review of previous site assessment activities documents that detected concentrations of benzene, toluene, ethylbenzene, and xylenes (BTEX) and methyl-tert butyl ether (MTBE) are below applicable Mississippi Department of Environmental Quality (MDEQ) screening levels. Based on the closed LUST status, unrestricted LUST Closure, and documented site assessment activities which were adequate to assess the former release from the UST system, PM has identified the closed LUST status as an HREC.
