Additional Property Attributes

SIte Description and History: The site is developed with vacant buildings constructed in the early 1930s, which formerly operated as a retail store and parking garage. The site formerly operated as the Weiss & Goldring men's clothing retail store, which opened in 1935 as the first retail store in Alexandria with air conditioning.

Environmental Concerns: Potential environmental concerns are associated with historical uses of the site, including suspect USTs reportedly onsite and potential lead-based paint and asbestos in building materials. Additionally, the property is located in a well-developed area in downtown Alexandria; therefore, potential contamination from nearby properties is a concern. The City requested a PI ESA for the Weiss and Goldring building and a PII ESA for the Parking Garage under LDEQ's TBA Program. A Phase I ESA was completed by the City for the Parking Garage portion of the property prior to initiating the Phase II ESA, which identified environmental concerns associated with historical auto operations. Recognized Environmental Conditions identified during the Phase I ESA for the Weiss and Goldring building were associated with the adjoining parking garage and will be assessed during the Phase II investigation on that portion of the property.

Future Reuse Plans: Future reuse plans include a mixed-use redevelopment with residential space on the top floors and commercial space at ground level. The site has been vacant for over 38 years. The redevelopment would create jobs and affordable housing for the neighborhood, increase tax revenue, and reduce blight in a highly visible area of downtown.
