200 N. Mill was the site of a former drycleaner. This site had also housed an electrical power station at one time.

The Phase I identified the following RECs at the site: 1) VOCs due to the former operation of a dry-cleaning facility at the site, 2) PCBs due to the former use of an electrical power station at the site. The Phase I recommends conducting a Phase II ESA to investigate the soils onsite for the presence of VOCs and PCBs.

Polychlorinated biphenyls (PCBs) were detected in the surficial soil at the northwestern edge of the property, but at concentrations below the Department's default target levels (DTLs). Tetrachloroethylene (PCE) was detected in subsurface soil above both residential and non-residential indoor air inhalation levels, while trichloroethylene (TCE) was detected above the DTLs but below residential indoor air inhalation levels. PCE was detected in the groundwater above non-residential indoor air inhalation levels, as well as construction worker levels. TCE was detected in the groundwater above the DTLs, but below residential indoor air inhalation levels. Vinyl chloride was detected in the groundwater above residential indoor air inhalation levels. BVCP recommends the following actions: Additional characterization of the contaminants at the site to evaluate the extent of their impact. Proper training and equipment for construction workers who may be conducting construction activities at the site, as PCE is above construction worker levels in the groundwater. Vapor intrusion characterization and possible impact to the adjacent residential structure on the site as well as the residence to the north of the site.

Concentrations of tetrachloroethylene in the soil, at levels above the Department's non-residential target levels, were found along the southern border of the property. Concentrations of tetrachloroethylene in the groundwater, at levels above the Department's non-residential, as well as construction worker, target levels, were found along the southern border of the property. The report recommends to: 1) Inform the city that concentrations of contaminants may be present in the utility line trenches along southern border and could pose a hazard for utility workers,
2)Apply for entry into the Voluntary Cleanup Program, 3) Investigate the migration of contamination offsite to the south and southwest of the site, 4) Evaluate the anticipated use of the site, 5) Evaluate the corrective action alternatives and instructional controls, 6) Select and implement the preferred alternative, and;
7) Request a Letter of No Further Action following implementation of the preferred alternative
