Additional Property Attributes

The St. Louis Development Corporation applied for a brownfields assessment on behalf of the owner. The owner purchased the site for use as a day care. An environmental assessment was necessary because environmental uncertainties are discouraging redevelopment. The Phase I identified as recognized environmental conditions the former use of the site as a gas station and the possibility of underground storage tanks (USTs) remaining on site, an adjacent property which was formerly a gas station and is currently conducting groundwater monitoring, and a former dry cleaners on an adjacent property. The Phase II identified asbestos-containing material (ACM) and lead-based paint (LBP) in the building. During the Supplemental Assessment, four USTs were removed for sampling purposes and further groundwater sampling was conducted. A risk assessment was conducted for soil and groundwater, the conclusion of which was that the site currently meets standards for residential use. Because the site will be redeveloped as a day care center, ACM and LBP must be addressed, so cleanup of the two contaminants is required. The abatement technique to be used for ACM and LBP is unknown, so at this point it is not known whether any material will be left in place and encapsulated, requiring institutional or environmental controls.
