Additional Property Attributes

At the time of the assessment activities, the areas north and east of the Property consisted of vacant land, and the areas south and west consisted of residential developments. West 8th Street, South Sampson Avenue, and an unnamed alley adjoined the Subject Property to the north, east, and south, respectively. The Phase II ESA activities were completed in accordance with the Indiana Department of Environmental Management's (IDEM's) August 1, 2022 follow-up email from Ms. Anne Weinkauf (Environmental Project Manager, Office of Land Quality, State Cleanup Program), and included the following:
* Evaluate if the presence of the groundwater contaminants reported at the former Manual Transmission of Muncie (MTM), located at 1491 West Kilgore Ave. Muncie, IN (VFC#83372130), are the result of a release of tetrachloroethene (PCE) and its breakdown constituents (trichloroethene (TCE), dichloroethane (DCE) and vinyl chloride (VC) from the former dry cleaning operation at the Property, as suggested by a consultant (GHD) retained by RACER Trust.
* If a release of PCE, TCE, DCE and/or VC has occurred at the Property, identify and initiate the evaluation of the nature and extent of the release.
Based on the analytical results of the soil, groundwater, and soil gas samples collected during this assessment, further investigation to evaluate the nature and extent of the CoCs identified appears warranted.
