Additional Property Attributes

At the time of the assessment activities, the Property consisted of approximately 0.5-acres of land developed with 4,936 and 2,800 square foot commercial buildings in the central portion of Property. A loading dock and concrete pad were present on the south side of the 4,936 square-foot building. Concrete pads with fill ports were present south of the 4,936 square-foot building in the southwest portion of the Property. The remainder of the Property consists of gravel drives and grassy areas. Two regulated USTs constructed of steel were removed from the subsurface, cleaned, and transported off-site for disposal by Hoosier Equipment Service, Inc. (Hoosier). The USTs were housed in two separate excavations, located in the southwest portion of the Property.
A total of 11 soil samples (four sidewall, four base, one piping, and two stockpile soil samples) were collected and analyzed during the UST removal process and closure program. Groundwater was not encountered during the UST removal activities. The analytical results of the excavation confirmation soil samples collected after the UST removal activities did not identify concentrations of target analytes above their respective IDEM R2 Residential, Commercial, or Excavation Direct Contact Published Levels. However, based on the presence of CoCs above laboratory reporting limits, we recommend a release be reported to the IDEM.

Further Site Investigation - After submittal of a supplemental Sampling and Analysis Plan (SAP) and notice of subsequent EPA approval on January 14, 2025, SME mobilized to the Property on January 27, 2025, to complete the additional investigation activities. SCS Environmental Contracting (SCS) advanced three soil borings and installed three temporary monitoring wells for collection of groundwater samples. No VOCs or PAHs were measured in the analyzed groundwater samples at concentrations exceeding laboratory reporting limits or IDEM R2 published levels. Total lead was measured above the R2 published level in all groundwater samples analyzed. Both primary groundwater samples were subsequently lab-filtered and re-analyzed for dissolved metals to evaluate if the measured concentrations reflected suspended sediment. The measured concentrations of dissolved lead were all below laboratory reporting levels, indicating the R2 published level exceedances previously identified in the total lead analyses likely reflected high sample turbidity and not mobile dissolved metals. We believe these laboratory data satisfy the deficiencies identified by IDEM during review of the original Closure Report and recommend no further investigation at this time.
