Additional Property Attributes

The Subject Property consists of one legal parcel occupying approximately 0.27 acres of commercial land. The Subject Property is currently developed as an automotive service and repair garage. Historically, the Subject Property was vacant land from 1887-1911. In 1934 the Subject Property was first developed as an automotive service station. Since 1934 the Subject Property has been utilized as an automotive repair and service station under various owners. Fueling operations ceased by 1973 and the Subject Property has been vacant since 2020. The potential exists for up to six former underground storage tanks (USTs) to exist on this property. The size and location of the potential USTs is unknown.

The Applicant (Morgan Berman) proposed to redevelop the property as a multiple tenant commercial building. The property is currently owned by Done Bach, LLC who acquired the Site in 2020. Done Bach, LLC has not utilized the Site since the purchase in 2020 and did not operate any of the USTs formerly at the Site.

This Phase I ESA, dated March 11, 2024, has revealed no evidence of Recognized Environmental Conditions (RECs) in connection with the property except for the following:
* Historical records indicate the Site was used as an automotive service station from at least 1934 through at least 1968. A fire insurance map dated 1950 shows two gasoline USTs west of the building, and one gasoline UST south of the building. The former use as a gasoline station and for automotive repair represents a REC.
* Stained soil was observed north of the building, near the northeast corner. The staining is located around three 55-gallon drums containing unknown material, a used-oil tote-bin, and a used antifreeze tote-bin.
* Concrete in the basement, and soil and or groundwater beneath the western portion of the building may be impacted by PCBs resulting from potential releases from underground hoist hydraulic fluid cylinders.
* The Subject Property is located within the 2008 Area-Wide Environmental Assessment of Historic study area (AWS). Properties in the study area (which includes the Subject Property) are assumed to contain historical foundry fill and, therefore, are assumed to be facilities as that term is defined under Part 201. The presence of the Subject Property within the boundaries of the AWS represents evidence of a REC.
