This 4,000 sq. ft. building was built in 1886, and has housed several commercial businesses. The building was damaged when the adjacent building to the south collapsed, but has been shored up since and is stable. The owners wish to demolish the building and redevelop. A Phase I and asbestos and lead-based paint surveys are needed to identify environmental concerns. The adjacent property to the south of the subject site previously housed a couple of drycleaning businesses, during the 1920s and the 1960s. A property upgradient at 109 E. Franklin Street also operated as a drycleaner from 1969 to 1972. According to a 2000 site investigation, the former Meyer Radiator Service at 20 N. Leonard Street had contamination present from a previously removed underground storage tank. Investigation into the extent of the contamination was never completed. Three historic filling stations and four auto repair shops were located upgradient and near the subject site. A total of 5 gasoline tanks were historically depicted at the three filling stations. Roofing materials were inaccessible during the asbestos-containing materials investigation. They are assumed to contain asbestos. Eleven painted surfaces tested positive for lead-based paint. A subsurface investigation is recommended to investigate the site for impact from the former drycleaners and filling stations. Roofing materials should be sampled and analyzed for ACM during building demolition. If found to contain asbestos they should be properly disposed. Demolition crews should be notified of the LBP and be required to follow OSHA safe work practices during building demolition. Landfills accepting the demolition debris need to be informed of the presence of LBP.
