Additional Property Attributes

The property served as a pottery company. Fire brick was manufactured at the facility for many years. Steam tunnels lie beneath the surface of the facility. Numerous kilns and stacks surround the original stone building. The city of Fulton stored transformers, fuels, asphalt and other road repair materials and paint, pesticides, insecticides and so forth. Flooding also occurs in the area. A 17,600 square-foot building is onsite but requires repairs.

Arsenic and lead in surficial soils exceed the Missouri Risk-Based Corrective Action (MRBCA) Default Target Levels (DTLs). Arsenic in surficial soil at B-5 exceeded the MRBCA Non-Residential Risk-Based Target Levels and should be removed. Lead only exceeded the DTLs in surficial soils. Lead was detected in each of the subsurface soil samples above the DTLs but below the Residential RBTLs. Arsenic was detected above the Residential RBTLs in all subsurface soil samples and above the Non-Residential RBTLs in B-5 duplicate sample. Barium was detected in each groundwater sample but was below the DTLs.

The city would like to keep the old beehive kiln and old stack as part of a historic memorial that will be fenced off. A prior assessment was conducted in 2016 in order to remove the main warehouse which was damaged in a tornado. Barr Engineering of Jefferson City conducted the testing. The building was demolished and its concrete floor was left in place.

The following Recognized Environmental Conditions (RECs) were identified in connection with the site:
* Fire Brick Manufacturing: Waste disposal activities, chemicals utilized onsite and maintenance operations potentially impacting the site.
* Maintenance Department Use: Potential impacts to the site from the historical use of the site as a paint shop and vehicle repair facilities, as well as storage of used transformers, oil, and diesel.
* South adjoining drycleaning facility: Cleaning chemicals from the historical dry cleaning activities may have migrated onto the site.
* West adjoining auto repair facility, carpenter/machine shop, and gasoline tank: Potential solvents and petroleum impact from the historical facilities may have migrated onto the site.
* Historical onsite Underground Storage Tanks (USTs), Leaking Underground Storage Tanks (LUST), and reported spill: Potential petroleum impacts to soil and groundwater without closure documentation.
* Drum and tote storage: Potential impact to the onsite soil and groundwater from leaks and spills from the drums and totes that are stored in the northeastern storage shed #3.
