Additional Property Attributes

The site is a former brick refractory (1918-2000) that has been vacant for ten years. S. G. Narco LLC (current owner) has torn down some of the buildings and stripped out equipment and metals. Due to the previous use of the property, contamination is suspected. The city is applying to market to a potential purchaser to redevelop the site for commercial or industrial use.

The subject property was identified in several state and federal databases in the Environmental Data Resources, Inc. report as a PCB Transformer, AIRS, Comprehensive Environmental Response, Compensation, and Liability Information System (CERCLIS)-No Further Remedial Action Planned (NFRAP), RCRA Non-Generator and FINDS facility.
A historic railroad spur is located on the subject property.
Four Aboveground Storage Tanks (ASTs-gasoline, propane, waste oil and unmarked) are located on the subject property and staining of the associated concrete pads is visible at the unmarked AST
The former city dump is reportedly included in the subject property and two 55-gallon drums were observed in this area of the property but contractor was unable to gain access to this portion of the property to determine if the drums contained material.
MDNR investigated the reported dumping and burial of hazardous waste near the west end of the property.
A hydraulic lift and some staining of the pavement were observed on the interior of one of the storage buildings on the subject property.
Several unmarked 55-gallon and 20-gallon drums were observed in the maintenance shop but the drums were primarily empty.
Terranext was unable to enter the office building; however, due to the age of the building, potential mold, lead-based paint and asbestos-containing material may exist. Asbestos-containing material was observed in the area of the kiln.

Aboveground Storage Tanks (ASTs):
The two ASTs inside the secondary containment were unlikely to have any significant releases due to the containment feature. The only likely petroleum releases would have occurred during fueling since the pump was allowed to dangle outside the containment wall. A boring was targeted near the potential releases from the pump, tank and containment structure, and there was no significant contaminants detected. Barr observed releases of oil on the floor from the used oil tank inside the southern wall of the western storage wing that could have migrated outside the building. While low levels of heavier petroleum constituents were detected in shallow soils and at depth, none of the levels were indicative of a major release of petroleum or considered as a human health threat to future occupants. It is Barr's opinion that the ASTs investigated have not had a significant petroleum release and do not pose a human health threat during future redevelopment of the site.
Railroad Spur:
Boring B-5 was advanced adjacent to the railroad spur, and typical railroad track clinker and cinder material were observed during the drilling of the boring. There were apparent elevated PAHs from the surface soil sample analyzed from B-5. Elevated PAHs from the coal cinders are expected, and based on the sampling results across the site, it is Barr's opinion that the MRBCA DTL exceedance of benzo(a)pyrene in B-5 is a function of railroad track material and not of a contaminant release from the brick plant operations.
Offsite Dump/Onsite Debris:
Borings B-5 and B-6 were placed at the western border of the property shared with the offsite city dump. In addition, a large amount of solid waste and other debris was observed immediately east of the B-6 Arsenic and lead were detected in these borings exceed the MRBCA DTL but are within the typical background range for Audrain County. The surface soil sample near B-6 did have very low levels of Volatile Organic Compounds (VOCs) related to gasoline, and may be related to a small release of gasoline near the surface from a vehicle.
