Additional Property Attributes

The property consists of 4 parcels totaling 4.3 acres. One parcel is an operating convenience store (049-0050-012). One parcel is the location of a former gas station, and no records exist of tank removal on this parcel (049-0050-009). The two other parcels are undeveloped. A Phased 1 ESA was prepared for this property in July 2023. The City of Sacramento wishes to develop a portion(s) of the property in some regard for community use. The following is the list of RECs and findings from the ESA.
On-site Findings
The following is a list of RECs that were identified in relation to conditions that are or may be present on or beneath the Site:
* Potential Presence of Benzene in Groundwater and Soil Vapor: A historical release of fuel from the Gasco fuel station south of the eastern parcels resulted in a plume of benzene in groundwater that migrated beneath the eastern parcels of the Site. Concentrations of benzene in the groundwater plume exceeded the California Regional Water Quality Control Board (CRWQCB) residential and commercial/industrial Environmental Screening Levels (ESLs) in 2011. No further action was granted to this facility under the Low Threat Closure Policy in 2016; however, residual impacts are likely still present in groundwater, soil vapor, and soil beneath the Site.
* Moore Shell Station (2401 Meadowview Road): This historical gas station operated on parcel 049-0050-009. Records indicate that this gas station operated starting sometime between 1957 and 1964 until sometime between 1980 and 1984. There is no evidence of this gas station being subject to regulatory action. Records detailing the removal of underground storage tanks (USTs) and associated product piping or environmental investigations to assess the quality of soil and groundwater do not exist in the Environmental Data Resources, Inc. (EDR) report or the CRWQCB GeoTracker database. Since gas stations from this era are commonly associated with impacts to soil and groundwater due to leaking USTs, it is possible that impacts to soil, soil vapor, and groundwater are present.
* Pay-Less Cleaners (7579 24th Street): This historical dry cleaner operated on parcel 049-0050-012. Aside from listing the years of operation of this facility from 1966 through 1975, pertinent information regarding this business was not readily available. There is no evidence of this dry-cleaning business being subject to regulatory action. Records detailing an assessment of the quality of soil and groundwater in relation to the operation of this facility do not exist in the EDR report or the GeoTracker database. Since dry cleaners from this era are commonly associated with impacts to soil and groundwater resulting from the use of VOCs including PCE, it is possible that impacts to soil, soil vapor, and groundwater are present.
The following is a list of potential onsite conditions that were identified through historical records and reasonably ascertainable information relating to the history of the Site:
* Hazardous Building Materials: Because of the age of the building, the use of hazardous building materials (HBM)s including asbestos containing materials (ACM), lead-based paint (LBP), lead-containing paint (LCP), and Universal Waste (UW) should be presumed in connection with structure(s) at the Site. The presence of these materials cannot be precluded. Considering potential future development of the Site may include demolishing the existing site structure, a HBM survey should be conducted from the perspective of proposed renovations prior to any construction, renovation or demolition activities. If LBP or LCP is found to be present on the exterior of the building, testing should be expanded to include lead testing in soil around the perimeters of the building.
* Potential Agriculture Chemical Impacts from Historical Applications: Historical use of the Site included cultivated land prior to 1939 until sometime between 1964 and 1966, and a community garden in the western par
