Additional Property Attributes

The James E. Smith Park is located on the former O'Reilly General Hospital site. The Army acquired approximately a quarter of a section between 1941 and 1944 to construct a general hospital for the medical corps. The park property contains historical buildings that were once used as an X-Ray/photography lab and vehicle maintenance garage. Other portions of the park were used by patients for recreation and physical rehabilitation. The hospital treated over 50,000 patients and performed over 24,000 operations during the Army's tenure. The site was reported surplus by the Army in 1946. In February 1947, operation of the Hospital was begun by the United States Veterans Administration, and was soon serving patients at the rate of 1800 per year. In August 1952, The Veteran's Administration closed O'Reilly General Hospital. The park property was initially purchased by the Springfield Park Board on January 8, 1935 and reacquired in November 1954 for use as a city park. The Park Board has plans to renovate and restore the historical farm house, garage, and outbuilding on the site for use as a Park Board museum and a gathering place for community groups. The former farm house is approximately 4000 square feet and has been vacant for some time, so it has fallen into minor disrepair. This site is a Formerly Utilized Defense Site (FUDS). The Missouri Department of Natural Resources (the department) oversees environmental activities under the Defense Environmental Restoration Program (DERP). This property has environmental unknowns related to past Department of Defense (DOD) occupation. Asbestos and lead-based paint may be present in the farmhouse onsite. BVCP has also requested a Phase II based on the site's former use as a hospital and farm.

Chlordane, lead, arsenic, and selenium were detected in soil above risk-based target levels. Arsenic and chlordane are present above target levels for residential and non-residential use. Arsenic, lead, and selenium exceed background levels. ACM and LBP were detected in site structures.

A Phase II Addendum was conducted to delineate contamination. Arsenic exceeded its DTL and RBTLs in all analyzed surface and subsurface soil samples. Chlordane was not detected in the Phase II ESA Addendum.
