This site is the location of a former manufactured gas plant (FMGP). Manufactured gas operations began around 1875 and ended in 1936.

Ameren conducted a major removal of underground gas holder contents and surrounding tar-contaminated soil in 2002. 11,000 tons of contaminated soil, debris and tar were removed and properly disposed. Groundwater was investigated and modeled and residual contamination was found not to be a risk. The site was closed in 2006 with a Soil Management Plan governing management of limited areas of contaminated soil that could not be removed due to live subsurface high voltage electric lines and structures. Environmental Covenant was placed in the chain of title prohibiting residential use of the site, drilling and use groundwater, and requiring adherence to the management plan if the site is disturbed. The City of Jefferson City later took ownership of the site.
