Additional Property Attributes

Standard and other historical resources were able to document that the first developed use of the subject property occurred prior to 1890 with two dwellings, associated outbuildings and a church constructed on the property. The church was demolished between 1910 and 1918. Various dwellings have been constructed on the subject property and demolished through the years. The current main bank building was constructed in the northwestern portion in 1972. The current ATM building was constructed in the southeastern portion in 1975. Two remaining dwellings were demolished between 1980 and 1996 and replaced with paved parking to complete the current layout. The property has been occupied by a bank since 1972.

This assessment has revealed the following off-site Recognized Environmental Conditions (RECs) in connection with the subject property:

* The north adjoining property across University Drive, identified as 301 University Drive, was developed with a gasoline service station between 1925 and 1948 (with a historical address of 301 East Main Street). Sanborn maps indicated that the underground storage tanks (USTs) were located in the southern portion, approximately 70 feet north of the subject property. The gasoline station remained until between 1964 and 1975 when the property was cleared, and redeveloped with the current office building. The area of the former USTs is currently covered with pavers and landscaping. The gasoline service station operated prior to current UST regulations and sampling requirements; therefore, no regulatory records were available for review. Based on the long term gasoline dispensing operations and automotive service operations (at least 16 years and possibly up to 49 years), the close proximity to the subject property, and the likely direction of groundwater flow to the east-southeast (towards the subject property), the potential exists for a release to have occurred and migrated onto the subject property.

* The east adjoining property, identified as 306 University Drive, was occupied by automotive service operations and dry cleaning operations from at least 1948 to at least 1971 (possibly longer). Historical interior waste streams associated with the former service garage operations would have consisted of general hazardous substances and/or petroleum products. A portion of this time period preceded major environmental regulations and current waste management and disposal procedures. Based on the close proximity to the subject property (directly adjoining) and length of time operations occurred, the potential exists that a release has occurred on this property and migrated onto the subject property.

* The west adjoining property, identified as 128 South Jackson Street, was used for an automotive repair shop in at least 1918 with a gasoline tank depicted in the South Jackson Street right-of-way (ROW) to the east. The property was redeveloped with a large warehouse/office/store building by 1925 with two gasoline tanks depicted in the ROW. The gasoline tanks were no longer depicted on the 1959 Sanborn map; however, no information is available about the USTs since these operations occurred prior to current UST regulations and sampling requirements. Based on the lack of information regarding the USTs, the close proximity to the subject property (approximately 40 feet) and the likely direction of groundwater flow to the east-southeast (towards the subject property), the potential exists for a release to have occurred and migrated onto the subject property.

No on-site RECs were identified in connection with the subject property.
